GHANA: Sports Ministry Demands Dissolution of Black Stars Technical Team, Management Committees

The Ministry of Sports and Recreation has directed the Ghana Football Association (GFA) to undertake a major restructuring of the management and technical structures of the Black Stars following the team’s poor start to the 2027 Africa Cup of Nations qualifiers.

The directive was issued at a high-level meeting between the Sports Ministry and the GFA on Friday, October 2, 2026, following Ghana’s back-to-back defeats to Côte d’Ivoire and The Gambia.

As part of the proposed overhaul, the Ministry has demanded the dissolution of the existing Black Stars technical team and management committees, with new structures expected to be established to oversee the senior national teams.

The Ministry has also directed the GFA to:

Conclude and sign a FIFA-standard cooperation agreement between the Ministry and the GFA to provide a framework for joint decision-making on matters concerning the national teams.

Establish a National Technical Management Committee to provide technical oversight and direction for the national teams.

Ensure that the next Black Stars head coach is appointed with the consent of the Sports Ministry.

Replace the existing national team management committees with two structures — one responsible for the men’s national teams and another for the women’s national teams.

The proposed changes come at a critical moment for the Black Stars, who have suffered defeats in their opening two Group C matches of the 2027 AFCON qualifiers and currently have no points.

The latest developments also follow the departure of Carlos Queiroz, who resigned from his position after Ghana’s 4-2 defeat to The Gambia. The GFA subsequently announced that both parties had mutually agreed to terminate his contract.

The restructuring directive represents a significant push by the Sports Ministry for greater involvement in the administration and decision-making surrounding Ghana’s national teams.

It remains to be seen how the GFA will implement the directives and how the proposed cooperation framework will align with the autonomy requirements governing football associations.

The Ministry’s position also comes after Sports Minister Kofi Adams previously stated that the government could not simply dissolve the GFA, which is a registered association.
